As far as the foreign markets are concerned, the positive trend of the orders received from abroad is going on, registering a 2

In the second quarter of 2006 the orders of machine tools are growing (+26.9%). Positive results from the domestic market (+59.4%), as well as from abroad (+2.8%) Mr. Tacchella, President of UCIMU-SISTEMI PER PRODURRE: “Now it is necessary that our Government should eliminate all restrictions placed on industrial enterprises by ‘Visco’s law’ which was set out in a way as to cause an unfair cost increase, proving to be an obstacle to maintaining the competitiveness of our enterprises”. In the second quarter of 2006, the index of machine tools orders, elaborated by the Studies Dept. of UCIMU-SISTEMI PER PRODURRE, recorded a 26.9% increase, compared with the value registered in the same period of 2005, reaching an absolute value of 78.3 (base 2000=100).

This result has been mostly determined by the excellent trend of orders received from the domestic markets, increased by 59.4% versus the same quarter of 2005. The absolute value of the index reached 70.6 points. In the light of this figure, two considerations have to be made. On one hand, though the absolute value is still lower than that of the base year (108.8), it is, however, higher than the average value of the last ten years (65); on the other hand, it must be considered that the comparison is made with the second quarter of 2005, which had turned out to be particularly negative.
The absolute value of the index amounted to 83.1 points; this is the highest value since 2000.
Globally, in the first six months of the current year, the total index of orders recorded a 21.6% growth versus the same period of 2005, owing to the positive results from the domestic markets, (+26.4%), as well as from abroad (+15.9%).
Alberto Tacchella, President of UCIMU-SISTEMI PER PRODURRE, the Association of Italian machine tools, robots and automation Manufacturers, commented: “Such results are confirming, on one hand, a recovery of capital goods investments in the domestic market, which has been registering positive results for three consecutive quarters and, on the other hand, a continuing dynamism of foreign markets”.
“I believe - goes on Mr. Tacchella – that the next edition of BI-MU, the biennial machine tools’ exhibition, scheduled to take place in Milan in October (from 5 to 10), in the pavilions of the new Milan Fair, will play a decisive role to consolidate and give a further impulse to the started recovery of the domestic market. This confirms the shrewdness of Italian and foreign manufacturers who already applied for exhibiting in the show that is celebrating this year its twenty-fifth edition, as a testimony to the success and the appreciation that exhibitors and visitors have been showing for about fifty years”.
On the other hand, – stresses the President of UCIMU-SISTEMI PER PRODURRE – in order to give a structural character to the recovery taking place in the domestic market, it is necessary for the country-system to support this process. In this connection, we substantially agree with the liberalizing policies started by the current Government, even if we think that they should also be addressed to other sectors, such as, for example, those of banking, of energy and of transports. Indeed, actions in these sectors should have a higher impact on the competitiveness of the whole Italian industrial system. In addition to that, several measures are needed to develop, where possible, an adequate infrastructural system, which is still strongly penalizing us. In consideration of the lack of available resources, it is indispensable that our Government should concentrate on a limited number of priorities. Finally, it is essential to provide for a decisive reduction of the global fiscal pressure, on the work factor, as well as on capital, an element which is seriously penalizing our enterprises”.

“Again we would like to point out the necessity of liberalizing the depreciation allowances for capital goods. This is a measure that, though specifically destined to the sector of production systems, can bring a “cascade” relief to the whole industrial system of the country”.
“The results achieved abroad are a testimony to the appreciation given to the “Made by Italians” of the sector in the most important outlet areas of our exports, but our presence in such markets should be consolidated in a structured way. The skills to penetrate areas with good growth perspectives make up the basis for maintaining the competitiveness in the foreign markets”.
With this purpose, the fiscal neutrality of all aggregation processes among enterprises having common targets is a necessary means to overcome the limited size of our enterprises, which is an obstacle to the internationalization and innovation processes of the sector”.
“In this connection – concludes Alberto Tacchella – we require measures aiming, on one hand, at encouraging the innovation activity carried on in full autonomy by the enterprises and, on the other hand, at fostering a continuous, steady co-operation with the academic and the research world to develop a virtuous circle involving enterprises, universities and research centres”.
“Among the measures that may promote the development of such virtuous circle, we suggest the introduction of a tax credit amounting to 50% of the total expenses for research, for projects entrusted by the enterprises to universities”.
